What Does a Successful Curb Management Program Look Like? Depends Who You Ask.

Ask five agencies to define a successful curb management program and you will get five different answers. That is not a problem to be solved. It is a feature of the curb itself, which is the one piece of public infrastructure that everyone wants to use for something different at the same time. The city wants safe streets. The airport wants throughput. The transit agency wants buses that move. The delivery driver wants thirty seconds and no ticket.
What is easy to miss, and what we have watched play out across very different programs, is that all of these definitions of success run on the same underlying machine. The goals diverge. The mechanism does not. Consistent, automated management changes driver behavior until the citation queue empties out. Compliance is the destination, and every program is walking toward it on a different road.

Here are a few of those roads.
The city that counts tows
One coastal city we work with measured success in tows and crashes. Their curbs near the waterfront were a demolition derby of double-parked rideshares, delivery vans blocking hydrants, and cars abandoned in loading zones during peak season. The public-safety cost was real, and the tow trucks were a blunt, expensive, deeply unpopular instrument.
After automated enforcement went live, the numbers moved in the direction you would expect: roughly 50 percent fewer tows, a measurable drop in blocked-hydrant incidents, and fewer of the near-misses that never make it into a report but that every resident feels. For them, success looked like a quieter street and a smaller line item for towing. Underneath it, though, what actually happened was behavioral: drivers stopped parking where they could not park, because the consequence became consistent instead of occasional.
The airport that counts throughput
An international airport we support does not care about tows at all. Their metric is dwell time at the terminal curb — how long a vehicle sits in the active lane before it clears. Every extra minute of dwell compounds into congestion that backs up onto the access roads and, on a bad day, the interchange.
Enforcement there is not about punishment. It is about keeping the curb liquid. Camera-based detection and a clear, predictable citation for over-dwelling did more to move traffic than any amount of signage or curbside staff waving their arms. Success, for them, is a curb that keeps flowing during the evening bank. Same mechanism, different scoreboard.
The transit agency that counts moving buses
A large transit agency on the East Coast defines success as bus lanes that actually function as bus lanes. A bus-only lane blocked by a parked car is not a bus lane. It is a very expensive stripe of paint. Every blockage forces a bus to merge, wait, and fall behind schedule, and schedule reliability is the single thing that determines whether people keep riding.
Automated enforcement on the corridors we cover produced the kind of result that sounds modest and matters enormously: 40-plus percent reductions in lane obstructions, and the on-time performance that follows. For riders, success is a bus that shows up when the app says it will. For the agency, it is compliance on the corridor.
The mid-sized city that counts loading-zone turnover
One Midwest city piloting smart curbs framed success differently again: turnover in commercial loading zones. Their downtown had loading zones that functioned as free all-day parking, which meant the businesses those zones were built to serve could never actually use them. Deliveries double-parked, and the cycle fed itself.
Predictable enforcement reset the norm. Loading zones started turning over the way they were designed to, deliveries moved into the curb instead of the travel lane, and the complaints from local businesses fell off. Their scoreboard was turnover. The engine was the same one running everywhere else.
The convergence
Four programs, four definitions of success, one mechanism. This is the part worth sitting with. When enforcement is consistent and automated, drivers stop treating the curb as a place where the rules are theoretical. The citation queue that looks alarming in month one starts shrinking in month three, not because you are writing more tickets, but because you are writing fewer — the behavior has changed, and the queue empties out.
That is the tell of a healthy program: enforcement volume that peaks and then declines. A curb program that keeps writing the same number of citations year over year is not succeeding at compliance. It is succeeding at collecting fines, which is a different business and a worse one.
So when a city official, an airport operator, and a transit planner argue about what a good curb looks like, they are all correct, and they are all describing the same thing from different windows. Fewer tows, faster throughput, moving buses, turning-over zones — these are the visible surfaces. Compliance is the foundation under all of them. Get the mechanism right, and every scoreboard moves in your favor.
